What Is PSISA?
The Private Security and Investigative Services Act (PSISA) is the Ontario legislation that regulates the security industry. It sets licensing requirements for individual security guards, private investigators, and the companies that employ them.
The Act is enforced by the Ministry of the Solicitor General. Operating as a security guard — or hiring unlicensed security — is a violation of provincial law.
Who Needs a Licence?
Any individual performing security guard duties in Ontario for compensation must hold a valid PSISA licence. This includes uniformed guards, mobile patrol officers, event security personnel, and loss prevention officers.
Security companies must also hold a valid business licence under PSISA — separate from the individual officer licences.
How Officers Get Licensed
- Complete an approved security guard training course (minimum 40 hours)
- Pass a government licensing exam covering law, use of force, and emergency response
- Submit a criminal record check and application to the Ministry
- Obtain and carry a valid photo ID licence card at all times while on duty
- Renew the licence every two years with ongoing CPR/First Aid certification
